Introduction
The recent fast pace of
development in FATA created a need for establishing external monitoring
mechanisms which could provide means to learn from past experience, help in
improving service delivery, assist in effective planning, allocating resources
and demonstrating results as part of accountability to key stakeholders. Keeping
in view, a monitoring cell was established in FATA in September 2006. It is
headed by a Director supported by three deputy directors related to
infrastructure, green, minerals and social sector. The main functions of the
cell are to set up the M&E system linked with project design and annual planning
by gathering, managing and communicating information and measuring impact of
development.
Strength and Opportunities
- Increase in ADP from
less than Rs. 1 billion in 2001 to Rs.6.2 billion in 2006-7 has established a
need for monitoring and evaluation systems.
- The portfolio of ADP
has increased manifold with number of projects in CFY increased to 1042

M&E holds a key
implementation strategy to pursue the “Sustainable Development Plan”

Initiation of
socio-economic data collection through Multiple Cluster Indicators Surveys.
- Establishment of
management information systems in various departments.

Internal monitoring
mechanisms of line departments are in place. Setting up an M&E cell would
standardize and facilitate information collection.
Strategy

Develop indicators
for measuring inputs, activities, outputs, outcome and impacts for development
project to be monitored.

progress and implementation reporting framework.

periodic visit, reporting, follow ups and reviews
- Conduct mid
term/ongoing evaluation.
- Monitoring of SDP
Indicators through MICS, Program Specific Surveys, Follow up surveys.

party validation of monitoring reports.
Coordinate with Governor’s
Inspection Team for synergy in monitoring efforts.
